@JyrkiLahtonen do you happen to know is there a "standard question" for (basic) divisibility rules independent (for generic basis)? Just in case you know from the top of your head. If not I could try to search myself.

@quid I don't know any very satisfactory thread. It might be worth our while to cook one up and/or add an entry to the List of Generalizations.... Somewhat worthy might be 1. 2 might be merged with that. I answered a different kind of a generalization here.
That is only for base ten, but will easily generalize to others.
IIRC Bill Dubuque has written a few posts about using Horner multiplication to this end. Not sure whether we should call that a test, but as an algorithm it is complexitywise at par with a few others.
