@Jakobian When those "normal discussions" dissolve into name calling and bickering about issues which have been discussed to death both here and in meta, yes. When those "normal discussions" attract flags and comments from others, yes.
In the discussion between me and Bill there was no bickering or name calling, from what I recall. The comment you are referring to is biased, maybe they never seen an actual discussion. Only the last point is applicable

@Jakobian I am not going to engage in rules lawyering with you. As a moderator, I felt that the discussion had devolved to a point where it was not healthy or useful to keep it around. It is over now. Let it die.
