It is not 'just' the size of the wheels, it is the way you sit low down between them.
I tried a tadpole like that once, on a show, between people walking and new I would not ride it on the road. (And I had been riding a Delta for about 4 years.)
I also wonder about the gearing, with a 20" rear wheel you need more than the standard gears. (I know from personal experience.)

The seat looks much like what I have on two of the bikes, a back that can be changed in angle compared to the seat, but with a thick cushion covering all the seat, (mine have seat cushions but mesh backs.)

Agreed - I have a 20" folder and it spins out at 48/11 on a good day.
The question about the seat was the "bucket" word - so to me that has side supports like a racey car seat to stop your backside going sideways.... seems a good idea but haven't tried one like that.
