@gschenk perhaps the wooden planks were used when building the road and left there to accomodate the expansion, as you mentioned. Probably removing them was labour-intensive and not really necessary, because the gaps would be filled with dirt pretty soon. Not like dirt is not plastic, though. Also, the road was built somewhere in eighties, when the general attitude towards building in that area was somewhat lacking as most building jobs were done by soldiers.
