"Is it possible to ____?" is generally considered too broad to be a good question for Stack Overflow—the answer is usually: "yes, it's probably possible, but describing how to do it would entail designing a large piece of software." Instead, you should try to build it, and ask a question when you encounter a specific problem. Your title says, "...ThreadPool does not work as expected," but the text doesn't clearly say what your expectation is or, what the thread pool actually does instead. I'd bet that the problem isn't in the thread pool, but in your _run() method, which you have not showed to us. If what you're really asking is how to design a system that can cope with a temporary network partition, then this may not be the appropriate forum.
