"Is it possible to ____?" is generally considered too broad to be a good question for Stack Overflow—the answer is usually: "yes, it's probably possible, but describing how to do it would entail designing a large piece of software." Instead, you should try to build it, and ask a question when you encounter a specific problem. This is not a software engineering question, so it's not a good fit for Stack Overflow. If you look at Network Engineering Stack Exchange they do consider "Design or theory of protocols used to operate a network (IP, TCP, routing protocols, STP, etc.)" to be on topic, so it would probably be a better fit for your question.
