I'm also came to the opinion that /review should be stateless. It doesn't matter if its one person doing 10 edits or 1 edit. Where the patterns of editing (or voting) come into scrutiny is with a flag (unless some mod wants to chime in and say otherwise).

I wrote a bunch of code today. Winner!
Pretty handy little structure, just finished slapping together a message processing service that can be hosted in a windows service, web service, console app, what have you, and parses a config file to reflection invoke up any list of receivers with each with a child list of processors and registers the processors to it's parent receiver so when messages come in on that given IReceiver, it's message is passed to all of it's IProcessors. Each receiver and processor config section has
an arbitrary settings bag
woo. now to write a couple basic receivers for things we need here and then a couple known processors that I need
