(sorry to interrupt in any way but let me bring this up for now..) as @nekketsuuu pointed out at first about how we call SOja in these slogans, which is also the 1st question from @payaneco if we call it 「スタック・オーバーフロー」or
「スタック・オーバーフロー 日本語版」or possibly「Stack Overflow 日本語版」という可能性もまだあるのか
呼び名についてはこちらで少しご意見を募ってもよろしいでしょうか？

1)「スタック・オーバーフロー」
2)「スタック・オーバーフロー 日本語版」
3)「Stack Overflow 日本語版」
まずはスローガン用としまして

this is such a great opportunity for any programmers who speak Japanese, just thinking about the traffic of not only SOja but SO in english

上のスローガンだとロゴが出ているだけなので、これと同じにするのであれば「スタック・オーバーフロー」になりますね。（SOjaのロゴも "stack overflow" の下に日本語が書いてあるだけなので）
（同じにする必然性は無いと思います）
ロゴだけだと「別サイトである」ということが全然分からないので、差別化のためにも「日本語版」を強調する形にしたいなと僕は思っています。
en: I think it's better to write "スタック・オーバーフロー日本語版" if possible, in order to emphasize the difference between SO and SOja.

The banners pointed to answers to the question above. Each answer is a tip how to use the site. The text on a banner is a title of an answer (tip). For instance the banner you mentioned says "Do you have a question about site moderation? Ask it on meta!"
@aki On SOru we have never mentioned "Stack Overflow in Russian" on banners, we used the logo of the site (as you can see above). Once a user suggested a slogan that has "Stack Overflow" in it. We just used "Stack Overflow" without mentioned which one. I think in general there is only one Stack Overflow (as a project, a social phenomenon) and users can decide which language they are most comfortable to use to ask questions.
@nekketsuuu It might be! I think it's a community's choice.
