I am not here to which extent it is relevant for our site - the question "Given $N$ integers on a circle , what will be the minimum pair sum?" was pointed out to be a part of ongoing contest.
However, the OP has deleted their account, so they cannot undelete it now.
This was pointed out in meta.MO discussion: Rules for deleting one's own question.

@MartinSleziak is the contest over? Generally I'd just leave it deleted. If somebody wants the question on the site they can post it anew.

In both cases (MO and MSE) the question was self-deleted. On MSE, the OP cannot undelete it - as they no longer have an account.
On MO I can't see deleted question, but since a mod says that they have deleted it, it probably cannot be undeleted either.
 
@Martin maybe I am slow today, but I don't understand the concern. Who cannot undelete it?

The OP cannot undelete it.
There are no really important concerns about this question.
Anyway, since a contest question post on MSE was mentioned at the meta.MO discussion, I've mentioned the question also here.
Just in case. It seems unlikely that something is going to happen.
As I have mentioned, the OP of the MSE question no longer has an account - so they cannot undelete it. And I doubt that the poster of the only answer is going to request undeleting.
