@amWhy, Any reason why this post keeps getting downvoted? One downvote I may ignore as being just a troll, but I think that 2 downvotes indicate that something is wrong. Is my proof wrong or are people just trying to lower my reputation?

@DanielFischer So, do moderators turn a blind eye to users who try to avoid question limits and bans by creating another account? The OP I linked to yesterday created a new account (yesterday), and when I addressed the OP about having done this, they admitted they did so because they "couldn't ask any more questions" from the "old" account. Both accounts by the same user remain "alive". At the very least, they should be merged. But I thought the site was strict about this issue.

Or is it a matter of "Don't believe that consistent standards or policies actually exists, we only appeal to "standards" and "policies" when we feel like taking action."
