The existence of previous questions (especially from a decade earlier) are not an indication that a question is on-topic here. What is relevant are the guidelines that are in place when your question is asked, and those guidelines say that questions here must be related to programming (code) or the use of a programmers tool (IDE, compiler, etc.). I've voted to close as general computing. This works great, and DataGrip makes it easy to extend and add extractors. Of course changing of the decimal separator should be easy to set without coding. I am aware that DG is the programmers tool, like all Jet Brain products, but basic things should be included. I see you are pushing two files with the same name, a pdf and a docx - maybe you can trim off one of the two from the repository.
