@Zanna Ah yes, you're quite right. If they have more than 15 messages by at least 2 users they'll be frozen. Still, there's no need to delete old rooms.

The SE system dislikes removing information. If a question has been answered, there is very rarely a reason to delete it. You never know who might find it useful in future.

Should a question that is to help someone do something that is clearly dishonest be flagged and removed? What is the official policy?

@David The official policy is that moderators are not qualified to decide if something is illegal, and have no way of knowing if it would even be illegal where the asker happens to live. In practice, this usually means such questions are downvoted and ignored. Hang on, I think there's a meta post about that.

If a user is simply referencing that they are having an issue with a piece of software and that it is cracked (like a MInecraft launcher, for instance), but aren't otherwise breaking the Terms of Service or the law, ...

Now, @David, if you're talking about something seriously and unequivocally illegal or immoral (say someone is asking how to hide child porn or something awful like that), then yes do flag. But if someone is asking about cracking a network, we have no way of knowing that they are not doing it for educational purposes.
In fact, we often have people asking about breaking into their own network, and you know it's theirs because they can change settings and try again.
