@CamCK "... does not have a Release file." indicates that there is no build for 17.10 yet on this repository. you can however (this might result later in problems) trick Ubuntu to use the 17.04 repositories. Just this is not recommended and should be used with caution
I personally think you're better of with building it from sources if you insist using this program
When iI see the age of the latest builds on that ppa I concur with @Anwar

What might cause Ubuntu to not appear in the BIOS settings boot order, but to do appear in the boot menu?
I've installed Ubuntu 16.04.03 LTS alongside Windows 10
I can boot Ubuntu if I explicitly open the boot menu and choose ubuntu, but I can't make the BIOS choose ubuntu (grub) as the first option for boot, it's not there

It's really most likely Windows' fault, because they likely mess with UEFI and refuse to let other boot loaders in

@MadaraUchiha What is the difference between what you call boot menu and BIOS ? In UEFI settings you should find ubuntu. :)
 
@cl-netbox There's the BIOS settings screen (which I access from DEL) and the boot menu (which I access from F11, which shows the list of possible bootable devices). It appears in the boot menu, but not in the BIOS settings.
Windows Boot Loader appears, but ubuntu does not.
Ubuntu is bootable, but I always have to hit F11 at boot, and select ubuntu manually from there, only then I get to GRUB
Normally, I would go into the BIOS and change the boot order so that ubuntu comes first, and select Ubuntu or Windows from GRUB, but I don't have the option in the boot order screen.

@MadaraUchiha good ... when you can see it by accessing from DEL it must be in the BIOS/UEFI settings too ... otherwise it would not be seen at all.

@MadaraUchiha no you're not blind ... many vendors hide it deeply. Did you set a "BIOS admin" password ? In some cases this is necessary to access all options.

@MadaraUchiha Please check evrything carefully again ... when it is a new PC, it definitely must have that option to change the boot order, because every system has it's own boot loader installed to the the EFI partition.

@MadaraUchiha Boot from the install media and mount the efi partition ... then you see that there is an ubuntu folder with different loaders including shim (for secure boot) and grub.

It has to be egregiously terrible for me to downvote. It's a mercy for new users that don't know how to write good answers, but are trying hard. You can't get them on the boat if you punish them for participating.

@dessert I'll CV in a heartbeat, and with three there's a system generated DV, so there is that... but mostly as a rule, I only upvote the best and leave everything else alone unless I see competing answers and I know the wrong answer is winning.
 
@RobotHumans I see DV and UV as a way of judging the actual post only and try hard to ignore the user behind it – every good post gets an UV, every meh or even bad post gets a DV. I don't vote only when I can't wrap my head around it.
 
That's another way to do it. I don't disagree with your logic, but I only DV if it's terrible. DV-ing mediocre answers that are reasonable answers just doesn't seem like good practice to me, but it is one way to do it.
Also, it has nothing to do with the user, only the answer or question.

I really want to like Ubuntu
but it just has so many fundamental things that are broken
can't reboot, shut down or sleep, and USB mice are super unreliable
it also runs really hot
 
Then why lesigh? I make the same argument about Kali, but some people love it.
 
I mean over Windows
Windows is annoying, but at least I don't have to force-shutdown every time I want to move locations
 
Mostly replugs work for USB mouse finicky-ness, but I've seen Windows not work with a replug on a USB hard-drive multiple times on different machines.
That said, I was testing LXQT and now have to switch to terminal 2 and relaunch compiz every time now because it bunged up my Xwin configs and tries to launch Kwin to get in to XFCE with compiz or something. Not worth sorting out since I only boot it once a day or less.
Not attributing to LXQT or Kwin though. It could be a holdover from when I tried out i3.
