Q: Shouldn't the 'rights' tag be a synonym of 'permissions'?

which is my fault.
however the answer was "accepted" apparently
and the flag of "Not an Answer" was handled.

@NathanOsman radeon drivers seems to do not have support for that card, so you have to go for Catalyst 13.4
 
I cannot change my keyboard layout to another language (not even by selecting it from the layout icon in the status bar). Any ideas?
The current language is always English, no matter what I select. I've tried to set the input method to ibus and to reinstall ibus but with no success.

I've also installed the patch suggested for being able to switch with Alt + Shift (launchpad.net/~attente/+archive/1218322)
any idea how to reinstall or reconfigure the whole keyboard layout manager?

You should threat carefully in the catalyst waters, don't jump versions but go slowly installing (purging the old one) each version instead
