Ubuntu doesn't really have a "reset" option as such (unless stuff has changed and I don't know about it)
in that situation, the usual recommendation is to just install over whatever is there
then you get a clean system

Turns out I had a new one nearby
 
on whatever system you have that works and can access the internet, download the iso for the version of Ubuntu you want to use from this place
then you write the iso to the USB... There are various apps that will do it

which covers pretty much all the things that can go wrong :)
then you boot from the USB on the machine you want to install on - you might need to access the firmware's boot menu or settings to do that (try all the F keys and also esc, del, etc just after switching on if you don't already know which key does the magic on this device - it varies)
then it slowly boots, probably, and you can choose to Try Ubuntu or Install Ubuntu
In Try Ubuntu, there's an Install Ubuntu icon on the desktop; if you select Install Ubuntu, that takes you to the same installer as that icon
if you don't have any special requirements, the installer will probably do a perfectly fine job for you... Just select Erase the disk and install Ubuntu, say yes to everything, etc...

yes, that works (if the USB is bootable on your system - I mean I have had some epic struggles on recalcitrant hardware in the past but it usually works)
