ensure your machine is in BIOS mode when installing and when booting it on another PC otherwise it won't boot on any other PCs

Like I said: I don't have a Microsoft Surface and it's vendor-dependent.

The boot manager will always reside on your UEFI partition.

You cans till install Ubuntu on the USB stick, bit not GRUB as otherwise it won't be able to boot.
