Sounds about right. When I worked IT support back in the 90s, problems with downloading the Internet occurred at least a couple times a week. Occasionally someone tried to print the Internet. It was much smaller back then, but eventually print quotas were instituted just the same.
 
The worst part of that is that it hogs the bandwidth. Can't play WoW decently when someone at home is downloading the Internet.

If you do print the internet make sure it's the latest Web 4.0 beta. Imagine printing the internet and having it be outdated.
