He goes from being a loser from the future to getting some redemption at the end.

Q: Why didn't the USA attempt to take down the missile heading for Monument/Havenrock?

In Arrow season 4 episode 21, all of the world's nukes were activated- including Russia. So at this point, it was obvious they were being hacked. lists are 0-index

they go from 0 to count - 1
