I remember seeing this movie when I was a kid, and I found it very unsettling because the person would grin like a psychopath and they'd freeze frame the camera and you'd hear jingle bells; I sort of feel like it was really campy and from the 1990s.
Buzz Lightyear is a toy manufactured in the USA. Also his voice-actor (Tim Allen) is American, and his name is inspired by American astronaut Buzz Aldrin.
But Buzz's catchphrase (blast!) is British.
