How many years do you need to use SQL Server before you realise HOLDLOCK doesn't mean hold locks?
Like, how long do you think modification exclusive locks were held for anyway?
And how much longer than the end of the transaction do you think HOLDLOCK would hold them for?
A week?
If HOLDLOCK ever needed to exist at all, it would be better as a synonym for REPEATABLEREAD
Which does hold shared locks longer than normal (to the end of the transaction).
