I suppose there's an important reason to fire triggers when no rows are affected
The merge quirk is just an implementation limitation though. Its only function is to catch people out.

These things happen when you shoehorn something slightly square into a round hole
All statements return a number of rows affected count. Merge is different in that it performs more than one distinct action with different row counts for each
A full implementation would account for that in a neat way, but that's not what we were given
So, we count rows in pseudo tables
It would have been nice to get per action row count and a triggering action name, but here we are
