@SeanGallardy thanks for the heads up about decryption. The principal I'm storing with the credential is a local user account (not an AD account) that has no explicit permission othen than the ability to stop and start the SqlServerReportingServices service. I granted it permissions directly to the service via sc sdset "SqlServerReportingServices" (secuirty-descriptor).
There is a SQL Server Agent job that is called when an Alert fires on AG failover to ensure that SSRS is connecting to the correct node of the AG containing the ReportingServices database.
So, I'm taking a layered approavh to security by ensuring the account can only do very limited damage.

@HannahVernon The main issue I found with that decryption is that it works about 92% of the time based on my testing.
I didn't look at the encrypted structure but it makes assumptions about lengths and strings which seem to not hold in all situations
 
Yeah there has recently been a bunch of "ItS a SqL bUg!" and they all said SQL Server isn't properly storing passwords... like... sure... yeah that's the problem. Took 5 minutes to find out it's this call which isn't 100%.
