@FoxElemental Comments are not the place for answers, they are for providing suggestions to improve the post. Also your standard disclaimer is looking really weird because your question does not have a single downvote and not a single close vote. It's about time you relax a bit when asking questions. "It's not possible" is a valid answer if there is enough explanation. That just tells you that you have to ignore reality for your concept to work in your fictional world.
@Aify Just flag any question for mod attention and write a comment. That's how you should always flag when you want to bring the account in general to their attention.
@Secespitus However: I do feel more comfortable leaving that comment there in the first place. I can understand that it's not really needed and kind of dumb, since there haven't been close votes or downvotes, but I'd rather put that notice up. Reasoning: Once downvotes/VTC's are cast, the downvoter is less likely to check for edits, and the VTC caster is only more likely to check for edits once the question has been put on-hold. I'll try to reserve it for when I actually start getting those.
@Aify We probably cannot/should say that they are or aren't. It likely wouldn't break the mod agreement, but I'd be uncomfortable explaining a conclusion we released based on mod-only information.
@Gryphon In a sockpuppeting situation, one could delete socks or suspend them. We've done that with someone on History of Science and Mathematics who's been particularly persistent - suspending the main account and deleting the others. However, that's usually only done in cases where the socks have deliberately done something wrong - in other words, done something you couldn't do with just one account, like voting for each other's posts or eluding question bans.
@Gryphon Well, there can be barriers in place for re-creating old accounts, and manual IP bans can be imposed by someone from SE if there's a real problem going on. That's largely done for spammers, though - I think that's happened a couple times in the past. But that probably wouldn't be used in just the case of a low-level sockpuppeteer.
@Secespitus That's not too far off the mark, in some cases; we do keep track of this sort of thing for certain folks. But we don't compete, and, for most of my sites, moderation decisions like this are made as a team.
Nothing beats playing whack-a-spammer with your mod hammer.
But does that happen often that you need to keep track of certain users in the mod chat? I thought the profiles would get some sort of "mod annotation".
@Secespitus Tell me, what kind of comment would you leave under the question? Keep in mind that the comment should not raise alarm to the OP, such that he changes his habits/question pattern, nor should it bring to the attention of the OP the reasons behind suspicions (lest the OP break his pattern)

@Aify Nobody said anything about comments. If you choose the flag "in need of moderator intervention" you get a field that allows you to write something to the mod reviewing the flag, like the stuff you post publicly, for the OP theoretically to see, here in the chat. That's basically a comment to the flag. I didn't mean regular comments that inform the OP - I meant to write private comments to the mods.
Methinks this is being taken too harshly. But, a French SO is probably not as useful as a larger majority of speakers, like the Spanish SO that exists. I bet a Chinese SO would get quite a lot of uses too

While it's true that OP could potentially see my comments here, I doubted it. I also posted here partially so other high-rep users here would be aware of the issue.
@FoxElemental You don't need 20 rep to watch the chat. You just need 20 rep to participate in the chat and write here. Theoretically anyone can read what is written here, though it is indeed very unlikely. It happens quite often that even users who have been on the site or the network in general for years don't know that a chat exists.
You sometimes see grey standard profile pictures in the upper right hand corner. That's often an indicator that they don't have enough rep on the network to participate in chat. I always wonder how they end up here, but as they don't have any rep it's kinda hard to ask them...
@Bellerophon In that case I wouldn't see a profile with 1 rep on one to three sites though when I click on the profile pic.
