They have always required windows to be clear. Tenants have always hated that rule, because it's stupid. The windows bake these apartments, and then there's the light thing.

It's not a first amendment issue.
The first amendment just says that the government can't make a law to shut me up.
There is no law that says a landlord can't make rules that limit my speech.
However
Landlords have to take extreme care with "protected classes".
And forbidding BLM displays would push that envelope hard.
Too hard in the current political climate (I think).
My lawyer and I chatted about it for a while and he's got a buddy at the ACLU who would love to make my acquaintance.
But Alpine has not taken the bait.

In America you have to be 17 (or with a parent) to see a rated r movie in all but the tiniest art-house. That is a convention of the movie industry. It is not a law.
A law requiring movie theaters to only allow adults to see certain movies would be against the first amendment. So there is no such law. Most Americans have no idea that there is no law preventing 16 year olds from seeing the Shawshank Redemption in the theater
Pornography has special rules, and is not protected speech.
