1.) Is the difference noticeable at all, i.e. if given one half blind, can you tell whether it's the dried or the fresh half, and how certain are you? 2.) Is the difference worth the effort in such sauces (i.e. sauces that contain lost of different flavours)?

I think it's better to make something more basic, in which the garlic plays a bigger role.
Perhaps frying shrimp in garlic and butter
