There seems to be a lot of focus on how 'rude' the student is. Especially around the word 'promptly'. In my view the word promptly is a hint that you as the professor are the cause of the problem for him. And he wants you to resolve the problem that you are causing. Promptly being included is likely a product of frustration. This professor KNOWS that I need the results to do my second assignment. I WANT to do it now so it isn't late, but the professor STILL hasn't sent feedback.
