the last hop is the problem: the connection between the server and the gateway is the lowest priority possible, and the VM is underpowered... it shares the CPU with other VMs with more CPU entitlement (1000 versus 20)...
so unless I somehow get the installation media inside one of the neighbors, it would not make much of a difference
