He's not anti-crime, he just seems to get a kick out of doxxing people

@J-- no. CISO should not report in to CTO - conflict of interests. You can, but you need to ensure a separate dotted line to Board
A next step up could be CRO, or as @nobody said, CISO at a bigger company :-)
CTO delivers services and product implementation. CISO protects
those can be a major conflict of interests
top would be chairman of the Board, or in the company itself, CEO
Both of those are interesting roles
but you definitely lose your tech edge by then

What is the highest 'more technical than management' role?
 
@nobody that's a difficult one. In diff orgs it could be CTO, CISO, Director or Head of IT or IT Sec, Head of Sec Operations, Head of SOC? Who knows
