It has the ability of using precompiled packages (for most common ones).
I never tried to touch the default arch C/C++ compiler.

From wiki.archlinux.org/title/Kernel/Traditional_compilation you must use GCC to compile the kernel, but you can tweak the options as much as you want. For the package usually the options depends on the packages.
