I don't understand how old post could be marked duplicate of new question.
New question should be marked duplicate of old one.

Duplicate is a duplicate. It is a failure to find the old one before finding old post.
Answerers should always answer old question in this case.
But that almost doesn't happen. Clear Duplicates are answered even when there are 3 or 4 dupe votes.
