This is from my work laptop:
Does this mean that my computer needs to "restart" again today, or that updates were installed on Monday, then Tuesday morning when I turned it on that didn't count as a "restart" and so it's still nagging me to "restart"?
I hate WinDoze update.

@FreeMan Notifications remain in the notification center until cleared. This allows you to see that it happened. If the notification was gone after the reboot you wouldn't know that it ever happened. The best way to know how many times the PC rebooted is to check the event viewer. See: shellhacks.com/windows-shutdown-reboot-event-ids-get-logs
 
@HackSlash "Hi, you need to reboot" after a reboot doesn't sound like a notification....
but I guess it was too much of an effort to update the content to "Hi, we already rebooted."
 
It was before the reboot... It doesn't know if you read the message or not. Cortana simply isn't that smart. It can't amend old notifications, they are a record. It would be better to report the status after the reboot. Something like "System was automatically rebooted $DateTime Update was $boolean"
If I see two of those in a row like this, I would assume that it needs to reboot again

@HackSlash yeah, something like that would be useful. Since I saw that yesterday morning and this morning, it's hard to know if it's just repeating itself because I haven't "rebooted" (despite an overnight shutdown), or if I really need to reboot again.
Of course, I'll shut down overnight and we'll see what happens tomorrow morning...

A script kiddy commenting on a 3 year old merged PR... I'm not sure I call this spam but it does seem like this account is trying to build activity history. I must assume for a nefarious purpose involving malware hosted on Github. Either through his own repositories or by submitting a malicious PR to trusted code.
