I found another post #5785 which identified an issue with Rubberduck loading. On exploring the windows registry it was clear that during my attempts to install classes were registered in both HKCU and HKLM; I'm guessing that I had installed as CU as well as LM during my attempts to install.

I manually removed all the HKCU registry entries related to Rubberduck and reinstalled LM and all appears to work.
However, and interestingly, although I installed for LM entries have been

> @Greedquest the exceptions come from the .NET Runtime, which is localized using the host computer's locale settings. We also have french stacktraces, german stacktraces and even more exotic ones in various different issues around these parts.

@JanKlumper from my very limited understanding of the Rubberduck setup process, it seems to me that something went wrong in the setup of the Menu items involving a background task of some sort. It's somewhat worrying that the exit of your rubberduck in
