leveler (capital L) is apparently also "a group of radicals", and radical might be an anagram indicator, but that's going to be a lot of question marks and i think deusovi won't go down that route

Q: A cipher was found within this video, what method would be used to solve it?

SchartzmugelIn this video, at 22:53, there is a cipher, and I haven't the slightest idea how to solve it. In plaintext: OPIJOIJ MNOIM MO:AMWDOAM wth SO HELP ME GOD It doesn't seem to be random gibberish, but I have no idea what method was used to create it and in turn no idea how to decipher it.

There was a second answer here earlier, which has been deleted now, with the user saying that they googled the letters in the pic and the only result that turned up was this same PSE question. I also roughly remember the user saying that the letters may not be of relevance at all, adding "...or is it?" for suspense, I guess
There were two comments (within 53 minutes of each other) to that answer, with the first saying that 1) if they wanted to ask a question in PSE, they could go to this particular link, and 2) if they wanted to be notified of updates to the question, they could "star" it.

The second comment said that 3) the user didn't really answer the question at all, 4) repeated 1), and 5) if they wanted people to give more attention to the question then they could set a bounty on it.
But honestly, those comments were overkill. Saying statement 3) would have been enough, and "...or is it?" in the answer isn't really a reason to say/repeat statement 1) (if that was the intention), since "or is it?" isn't really a coherent question.

(p.s. I understand the motive of those two comments, because they were giving a guide to the user, who happened to be new. But a better comment would have been something like "Hi (user)! This does not really answer the question. You can check (this link) for a guide on how one should answer in order for the answer to be of decent/good quality.")
