@Deusovi I want it to be DODGING = evasive. "old Democrat rounds" can be OD turns around = DO (as in "to round on someone") and then of course there's… DGING, the chief (head) count of… no, maybe not.

no no... old is AGEY, it rounds up C (head of "count") in front of it to make CAGEY (evasive)
the extra word "democrat" and the incorrect enumeration are both there just to mislead us
should we wait for confirmation or shall i go next?

old democrat could be OD, which rounds (receives) head (of the family), PA, and count which is QUE somehow, making OPAQUED (evasive)
feels like "evasive" has to be the def because it doesn't seem like an indicator and there aren't any short words meaning "evasive" that i know
 
Could evasive be an anagram indicator for old? I don't know Deusovi well, but that is the sort of thing I would do.
That might also explain why head count has the question mark...something tricksy in the definition there.

dracula is a 7-letter count but don't see how the wp would work
evasive seems like an odd choice for anagram indicator when a standard one like "corrupt" would have worked just as well
maybe the def is "evasive old democrat", although that seems unnecessarily specific
CLINTON could be an "evasive old democrat"

I wonder if "rounds" can mean "round (=around) S". I've a strange feeling @Deusovi wouldn't do that.
