The answer is: whoever you like. The slightly less unhelpful answer is: Whoever in your view did the bulk of the impressive work in solving the puzzle (which, for a multi-part puzzle, might mean whoever solved the most parts; or whoever solved the last part to be solved, which is presumably the hardest; or whoever first posted an answer with all parts solved in it, even if they got most of the answers from others; etc.)
One conclusion you might draw is that single questions are usually better than multi-part questions. I wouldn't disagree with that :-).

@GarethMcCaughan multiple questions in one post are usually off-topic on SE, however, riddles may be solved line-by-line, which might be similar to multiple questions

@Cashbee Best practice is to make it so that someone sufficiently clever could solve the puzzle without the hints, post it without the hints, and then add hints starting after a day or two. If the puzzle is unsolvable without the hints then you shouldn't think of them as hints but as part of the puzzle.

Modifying the puzzle will bring it back up to the top of the list.
(Note: it is considered bad form to abuse this fact to keep a favoured puzzle at the top even though nothing significant about it is really changing.)
