This is a pre-time skip Nami.

Compare with her post skip appearance.

Clue: the post time skip version basically wears a swimsuit top and a pair of jeans.

And even so, it is still far better than what happened to Hinata in Naruto.

At least with Nami, you can still guess she is meant to be the same character.

sorry, I never watched it I've only seen clips so no name recognition at all

let's just say that as the show goes on, the character design has been getting more fanservice oriented.

which is funny, since the original Nami used to have far more natural body proportions, to the point that she was basically given a lookalike in Harvest Moon.

That said, I would say that that specific character would have a lot of reasons for not going around wearing just some swimwear and a pair of pants

I would think that after risking to die once because you managed to catch some tropical fever and getting told that you could maybe have avoided that with better clothes......

but the bigger argument of having changed the character in the first place does still stand

Well, the joke wouldn't have worked otherwise. The doctor said something she though was absurd because she didn't see any way someone could manage to catch that illness nowadays.... and that was exactly what actually happened in the first place.

theory: Chaser's War on Everything-style reality TV comedy following someone who's running for president as a convoluted prank expecting to fail very early, but they don't so they keep running with it expecting to fail sooner or later, and get all the way to election day without pulling out of the race and eventually wind up actually elected and completely unprepared for this having happened. (But they go on to become a fairly decent president anyway.)
