Having at least two rooms leads to showing them in the sidebar - and it is a bit more likely that somebody notices the chat.

I would be surprised if this would lead to displaying it in the sidebar - I vaguely recall somebody telling me that this only happens if there are al least two rooms that have some recent activity.

The room for moving messages is associated with meta - so it won't influence whether or not this room gets frozen.
