@HannahVernon Hi! I didnt handled the flags, but on SF we tend to allow more the comment than elsewhere I think. MSE or SO tend to think that comment are volatile and almost worthless, but I'am old school and I think the comment help a lot to diagnose, having them near IMO show the diagnostic that was done. For the case you flagged I suspect the flag were declined because we often see answer in comment, and like you know, the comment flag dont show the answer below to the mod that handle the flag.

and, over time two mods declined flag for those comment too, and I think it's for the same reason, the flag windows dont show the whole picture
