Not sure how valid a frame challenge is when it takes a solution OP has acknowledged and ruled out, and just makes it worse to artificially fit within the stated constraints.

OP explicitly rules out just using a 36 card deck, but that answer is just "use a 36 card deck with extra useless steps".

"I would like to suggest this worse version of the thing you said you didn't want" isn't a valid frame challenge.
