There's an upcoming product by WizKids releasing in July 2019 called "Three-Dragon Ante: Legendary Edition". It's apparently an updated version of creator Rob Heinsoo's original Three-Dragon Ante game from 2005. It's an actual card game based on the game mentioned/listed in D&D, and can be played standalone (or, if you want, have the players actually play it when their characters do so). are we talking the more classical, relationships/personal-power centered political intrigue here?
or something more centered around systems and motives?
 
Systems and motives, political manuvering in what people have joked is a thinly veiled post revolutionary france.
idea is that the revolutionary fight has been won
the rebels win
now they have to govern
The players play minor political military ish officers in the new government and are parts of minor camps
well factions within the Rebels that are now kinda splintering because no big bad
 
so, sounds like the birth of a parliament, complete with political parties :D
 
(pro rebel tip: have a good idea of what the new gov't's going to look like before you start throwing out the old one. XD)

I would also suggest "Legacy", specifically the "Worldfall" setting; it's a game where you track both organizations and people, and can troupe it up by quickgenning characters if one faction's player thinks it's going to spin up a squad for something.

Well one idea that I want to keep central is the eternal temptation to resort to stabbing each other in the face
This is still a newly post war society and the players do still have command of some troops
That niggling temptation to go, "Yeah no, facestab"

Also the person who led the rebels to victory, isn't a leader
so he can't step in to organise stuff

Players are minor officers and the Stability Council while in charge and organised, are a bit headless
 
When you try to hurt, capture, or rout your enemies and you have the force to do it, roll +force. On a hit, you do it, then pick 1 from each list. On a 7-9, the GM picks one more, on a 10+ the player picks one more.
 
Players can: make a clean getaway, frighten or dismay the enemy, loot something valuable, learn something important.
GMs can: hurt something important to the player, send more forces after them, inflict harm back, escalate circumstances to chaos.

Yeah, one of the reasons I suggested Worldfall is that its "families" are probably better-suited for the aftermath of a revolution.
You'll just need to file off the part where it's Sid Meier's Alpha Centauri, but that's not too tightly integrated.
Or do you mean you don't want your players to be making decisions that steer their organizations around?
 
At the very least not at the start
I mean later yeah sure
but at the start they have a small loyal group of soldiers and a minor voice in their organisation.
