This rather reminds me of all of the Leomunds Tiny Hut questions.
 
Definition of "ground" aside, I would argue that the fortress can only expand on a surface that is at minimum capable of supporting its full size.
 
I dunno, I would consider the ground on a floating island "ground". Like if I were in the astral plane, with it's subjective gravity and thingamajigs, there is "ground" there too. Maybe kilometres wide...
 
So if your plate can't fit a 40x40 sq. ft. steak, then you have a problem.

I'd say that there's nothing wrong with conjuring a 40x40 sq. ft. layer of dirt in mid-air atop which you expand the fortress.
And then you have your fortress meteor.

@Gryphon Earth and Fire look fine (fire compares to Tiefling, Earth compares to Genasi). Giving flight speed with no limitation is risky. Aakokra for example need to be wearing light or no armor to even have flight (and don't get hover). And aakokra don't get anything else. Water has too many spells/pseudospells at lvl 1 but if you spread them out to lvl 3 and lvl 5, it would work better (like the Drow Magic for example)

So I should tune down the Air flying and delay some of the spells for Water. I'm not going to edit the question, but I'll look at my copy of them and see where I can change things a little.

Hello all - was reading this explanation (rpg.stackexchange.com/questions/119208/…) of the various planes in the D&D multiverse.
I always thought the Prime Material Plane was basically like our universe, with stars and galaxies (plus magic & fantasy races of course). So Krynn, Oerth, Toril, etc. were planets in separate star systems. Is the geocentric setting from Spelljammer, with the crystal spheres & phlogiston, now canon?

@FutureHistorian There is a Game of Thrones system. Obviously it is focused in GoT setting and characters, but you could adapt the political and combat system, at least.

As for the political....well, not sure how GoT can be converted for a Cold War environment.

One thing is: I remember some game developers in my city creating an RPG system exactly like what you are asking - it was an RPG focused in the Cold War. It's not complete yet (even if it was, it's in Portuguese :P), but it might indicate that there is not a system like that yet (or they would be losing time haha)
 
@Yuuki Understood. I wonder if there's a way to throw out Spelljammer, which I never did like, but still have interplanetary/interstellar travel between worlds. I guess PCs can always use the Ethereal Plane (or am I thinking of the Astral Plane?) as a fantasy version of hyperspace that lets characters travel vast distances across the universe.
 
DM has final say so you can do whatever you want.
At the moment, the only thing tying Spelljammer into the settings as far as I know is Mearls's tweet.

Here is the thing. I meant more military focus, with a few scenes dealing with some geopolitics during our timeline's Cuban Missile Crisis prior to the PoD.

I think you're going to have to pick though because a ground-level view and a bird's-eye view are really hard to gel.
Trying to fit both perspectives for players in one group is going to be rough.
You could maybe run two groups, one of which deals with higher-level decisions, but you might run into interpersonal problems when one group might feel slighted by the decisions of their commanders but they have real people to pin to the nebulous "top brass".

Are you looking for spells that maintain their "duration"? Example: Nystal's Magic Aura can become "Until Dispelled" which is the same as "Permanent" as both can be dispelled... durations of instantaneous are different in that they cannot be dispelled as their magic is done in creation of something. So are you asking for spells with infinite duration, or are you asking for spells that create things of lasting substance like Awaken or Wall of Stone? @NautArch I would argue not actually. Instantaneous means the spell is over. It has a defined duration which means that, according to OP's definition, it is not permanent. For the same reason that a crater created by fireball is not a reason to consider it permanent.

The premise behind Twilight 2013 is interesting, but I wonder if the reason the game didn't fly is because a lot of players want zombies, space aliens, or mutants in their post-apocalyptic RPG settings.

One of the eeriest things about playing post-apocalyptic RPGs that take place in the near-future: PCs can visit their home towns - maybe even what's left of their home, including possessions that haven't been looted.
Player to GM: "In real life I have $1,000 in cash and a handgun in a safe buried under my basement. Is it still there in our game?"

The issue isn't melee fighters flying over walls and attacking rangers. The issue is spellcasters and ranged combatants flying up and out of range of melee enemies.

@Gryphon Btw, on the Fire subrace you made, the Fire bolt mentions "on a hit" - but you don't specify what roll it is. (i.e., is it a spell ranged attack, just like the cantrip, or is it just a ranged attack?)
Firebolt is already a name of a cantrip, so it might be confuse.
 
@HellSaint Yeah, its meant to be the exact same as the cantrip. On second thought, I don't know why I didn't just say "you have the ability to cast the 'fire bolt' cantrip". I'll edit to change that now.
 
If you are going to give the cantrip, you have to specify the Ability Modifier it will use
 
I'd consider limiting the flight in some way so you can still have "cool, flight" while avoiding some possible pitfalls that come with allowing completely free flight.
 
which is what got me confused to start with - if it's a spell ranged attack, what modifier do you use? If it's just a ranged attack, it would be dex

Although I think that ability's meant for combat.
Since you also add +CHA radiant damage to all damage rolls.
