Is it possible to convert a 300 DPI image of size 500kb to 75 DPI of size less than 75 kb?

depends on the image

300 DPI of one colour? sure no problem, that'll compress tiny; anything else, YMMV

@RaMathuzen My suggestion is grab a graphics design software that lets you try different resizing/resampling methods and give it a shot

@RaMathuzen if it's really like a document -- few, blocky colours and simple shapes -- you might try something like PNG

HEIF files are supposed to be smaller than JPEGs and better quality.
