Is it possible to convert a 300 DPI image of size 500kb to 75 DPI of size less than 75 kb?

depends on the image
300 DPI of one colour? sure no problem, that'll compress tiny; anything else, YMMV
 
@RaMathuzen My suggestion is grab a graphics design software that lets you try different resizing/resampling methods and give it a shot

@RaMathuzen if it's really like a document -- few, blocky colours and simple shapes -- you might try something like PNG

HEIF files are supposed to be smaller than JPEGs and better quality.
High Efficiency Image File Format (HEIF) is a container format for storing individual images and image sequences. The standard covers multimedia files that can also include other media streams, such as timed text, audio and video.HEIF can store images encoded with multiple coding formats. A HEIF image using HEVC requires less storage space than the equivalent quality JPEG. It "can store twice as many pictures in the HEIC format as in JPEG". AVIF refers to HEIF images using AV1 coding.
