Is there a place where the rules are written down that aren't on /help/?

reading all of meta would be a bit much; and it seems like some of the rules aren't listed on /help (e.g. trusted users say "the rule is x" but I cannot find it on /help).

Stack Exchange does have a bit of a learning curve. If you've made it all the way through /help, you're miles ahead of most new users!

Hm ok seems like I am looking for something that doesn't exist; maybe it would be a cool idea to have a list of rules the community got consensus for in a neat little list on meta (or /help)

Once you have the general idea from /help and the FAQ, Meta SuperUser would be my next stop for this community's consensus on how to handle anything else.
