How many companies make their own ARM CPU? e.g. broadcom, qualcom, now M$. Isn't the ARM is the "property" of Arm Holdings?

Some companies design their own, some use the reference design.

So what does arm give to other companies? I.e. what is the business term? Blueprint? Archive?

Arm designs processor cores and licenses them to other companies, which can use them as is or modify them. Companies can also license the Arm architecture itself in ordwe to design and produce custom designs.

@Biswapriyo Arm architectural licenses are extremely expensive and are only useful to companies that make their own processors from scratch, like Apple and Qualcomm. In fact, Qualcomm is moving away from fully-custom Arm cores, instead opting to modify existing Arm designs, a much cheaper licensing option.

AMD also had an architectural license and set out to work on a custom Arm core called K12, but it got canceled in favor of Zen.
