Do you have recent backups from psql 16? Maybe restoring those is a better option than a downgrade ? Depends on your use case.
(we still have a psql 9.3 BDR service running )

@bertieb most of the past day was uptimebot complaining about SE (not sure if I'm triggering their anti-scrape protection, and no one will tell me if they're ok with me running monitoring on SE :D) and your thing triggered once :D
