@bertieb syncheck checks the chat endpoint being up. If it fails, federation should too. But it checks for any webpage so....

there's a few components to matrix; it was the cert that was tripping things up before

but if it's not even responding to basic ping/http reqs, chances of chat endpoint being up are pretty slim :D
