@tripleee Should the posts be handled differently given it's from a user with some rep (and I'm even able to send them a mod message)?
things should return to normal if they stop spamming, they are blacklisted for now on the sites where they have spammed but the watch is in case they post on new sites with the domain name obfuscated or something ... if it gets false positives it will eventually be manually unwatched, and the blacklisting goes away if they post non-spam messages which get reported here

Two thoughts: (1) For blacklisted numbers, implicitly expanding bare base numbers and testing against all 4 possible permutations might be a risk. It would have to be considered more carefully. For the watchlist, I see no real risks, and the limitation is only having someone actually write the code.
