I certainly did not want to blame Shog9. (You can have a look at their response in full, so that I do not misrepresent what Shog9 said.) The feature request was completely ignored by the MO mods - if the mods do not care about spam posts on their meta site, why should SE cater about that.
Anyway, the issue whether MO.meta allows posting from 1 reputation point or from 5 reputation points is site-specific. I suppose the post in the Charcoal team (about scanning per-site-metas) is more relevant - that one is about the network as a whole.
In any case, I only came here to report that single post - sorry for the digression.
(I should add that I understand that there are some advantages to allowing 1-rep users to post on meta.)
@Mast Well, first I would need som support on MO and among the MO mods - and I did not manage to get even that. (Probably it was a bit premature that I asked Shog9 in the discussion that I linked.)
In any case, all of this is tangential to charcoal - whether MathOverflow (or some of the other sites that allow posting on meta from 1 rep) change the reputation requirement for posting on meta is mainly the issue of that site.
In any case, it is probably not that serious issue. If we consider data from SEDE as reliable, there were about 50 posts on MathOverflow.Meta that were flagged as spam: data.stackexchange.com/meta.mathoverflow/query/1456632/…
