@SmokeDetector While these are obviously and clearly R/A (deliberately so), this type of edit is typically done by users who want to delete their questions, but are unable to do so, and moderators refuse to do so for them. The users think that if they edit it into something that's R/A, then other users will delete the question and answers for them by using red flags. In other words, using red flags for this is counterproductive for the site, but is exactly what the OP is trying to have happen.
@SmokeDetector If the user's previous question was in fact spam, then this is a spam seed. But I suspect it might have been a legit-but-off-topic question.

iBug/Lily will be decommissioned in early October, and I'll spin up another instance around these days. This change would save me some monthly bucks on VPS expense.
@RyanM It might have been a real question, but in effect it primarily promoted the linked site. That was, at least in part, due to SE auto-converting the domain to a link, which may not have been intended.

@tripleee It really just looks like trolling to me. I'm generally fairly tolerant of low quality posts, but this one doesn't feel like it was posted in good faith. It's a judgement call, for sure, and I'm not tied to the feedback; if there's consensus that we wouldn't want to block something like that, I'll adjust my feedback. FWIW, the R/A flag was marked helpful on the site, and the post deleted.
