@Catija The user blacklist is very dynamic. A user gets added to that list any time a post they are the author of gets "tpu" feedback. The "u" means "add the user to the user blacklist". Users are removed from the user blacklist as soon as a post they authored gets "fp" feedback. There are also explicit commands to add/remove the user form the user blacklist (i.e. addblu and rmblu).
As mentioned above by @cigien, reporting a post also adds the user to the user blacklist.

@SmokeDetector That laser will have a > 5 mW output (rated 5mW but always have a higher ouptut). They are cheap lasers that convert infrared light into green light and use a cheap infrared filter at the end. Of course, the filter doesn't work very well and leaks infrared light. That is dangerous. And the cheap laser safety glasses that come with them don't filter out that light. So, forget cats and crows, you shouldn't use this laser if you don't have the proper eye protection.
Oh, and infrared is invisible to the human eye so you won't even know what hit you. IMO these cheap lasers should be banned from online sale unless they have proper warnings and protection.

@Yatin Yes, as mentioned by ArtOfCode, the change was intentional. As stated in the PR, the main reasons for the change is that race conditions can, and have, resulted in the messages without a link to the post being after a different report (i.e. it's not guaranteed that you can actually tell which post got the feedback without a link), and some people have mentioned that they'd like a FIRE button in all the feedback messages.

@gparyani Both reasons contribute to why to make the change. That it was unclear, under some circumstances, which post the feedback that was mentioned in the message was for is a good argument all on it's own for the change. If the only issue was wanting a FIRE button, that could have been resolved by just a change to FIRE, if other people wanted to keep the feedback messages which didn't specify the post.
